Introduction
The formation of population councils in the states started in 1996 and up to the present date 13 councils have been established as follows:

Red Sea State
The council was formed in 1996- Port Sudan
Chairman: Minister of Social and Cultural Affairs
Secretary General: Ms Manal M. Salih (Acting)
Council Address: Central Bureau of Statistics - Port Sudan

Kassala State
The council was formed in 1996
Chairman: The Minister of Social Affairs
Secretary General: Ms. Nour Ahmed Mohamed

Blue Nile State
The council was formed by a decision of the governor in 1997.
It was then reconstituted in 1999 to be chaired by the Minister of Social Affairs.
Sectary General: Ms Hanan Ali El sheikh

White Nile State
The council was formed in 2003- Kosti
Chairman: The Minister of Social and Cultural Affairs
Secretary General: Hassan Omer Elgali (Acting)
Council Address: The Ministry of Social and Cultural Affairs.

Southern Kordofan State
The council was formed in 2003
Chairman: The Minister of Social Affairs
Secretary General: Mr. Hamdan M. Hamdan
Council Address: The Ministry of Social Affairs- Kadogli

Western Darfur State
The council was formed in 2004
Chairman: The Minister of Social Affairs
Secretary General: Ms Wafa Hassan Mansour

River Nile State
The council was formed in 2005
Chairman: The Minister of Social Affairs
Secretary General: Ms Kawther M. Ebraheem
Council Address: Minister of Social Affairs- Damar

Northern State
The council was formed on November 2001.
The chairman: The state Minister of Cultural and Social Affairs.
The General Secretariat of the council was formed in January 2003.
Secretary General: Ms. Amal Abd Ellateef (Acting).
Council Address: Ministry of Social Affairs- Dongla

Gezira State
The council was formed in 1996
Chairman: The Minister of Social Affairs
Secretary General: Ms Om Salama M. Tayeb
Council Address: Gezira State, Wad Medani Arkaweet- Neighborhood west of the University of Holy Quran.

Gadaref State
The council was formed in 1998.
Chairman: Minister of Social Affairs
Secretary General: Mr. Sharaf Mohamed Ahmed Elabhary
Council Address: H. Q of Sudanese Red Crecent in Gadarif.

Sennar State
The council was formed in 1999.
Chairman: Minister of Social Affairs
Secretary General: Mr. I brahim Ahmed Hassan Elgari
Council Address: Central Bureau of Statistics - Sinjah

Southern Darfur State
The council was formed in 2003
Chairman: The Minister of Social Welfare.
Secretary General: Mr. Abdel Rahman Hassan Ahmed
Council Address: Ministry of Social weltare Nyala

Unity State:
The Council was established in 2003.
Chaired by: Minister of Social Welfare.
Secretary-General: Keej Mngaweel Ojango.

Northern Kordofan State:
The Council was established in 1996.
Chaired by: Minister of Social Welfare.
Secretary-General: Khalefa Ahmed Mohammed.
