The National Population Council (NPC) was established, by upgrading the National Population Committee, to be the government body for setting overall population polices. The NPC 1995 Act was passed by the Transitional National Council in January 1995. The Act defined the objectives and responsibilities of the NPC as well as those of its General Secretariat which was established in the same year.

The NPC included the Minister of National Planning as chairman, and its membership included ministers relevant to the population sector, states' governors, government, civilian and voluntary entities concerned with population issues, and a number of individuals who have knowledge and experience in the field of population. In total, the NPC comprised 80 members.
